Over 85% of Funding Available for COVID Response Has Not Been Disbursed

In response to the COVID-19 pandemic, on March 13, President Trump issued an emergency declaration for all 50 states and Congress appropriated approximately $85 billion for FEMA’s Disaster Relief Fund which will pay for 75% of all eligible COVID-19 related expenses. As of the end of June, only $10 billion, or 12% had been appropriated.


For purposes of eligibility, FEMA will consider non-congregate sheltering for health and medical-related needs, such as isolation and quarantine resulting from the public health emergency. Eligible facilities include hospitals, outpatient facilities, rehabilitation facilities and long-term care facilities.
