Exclusive Research Reveals Planning and Procurement Gaps—and Strategies Top Contractors Are Using To Stay on Schedule

Brunswick, Maine — March 19, 2026 — A new industry report from STARC Systems, developed in partnership with Construction Dive, highlights how contractors are adapting to persistent project delays—taking more strategic control over planning, procurement, and jobsite readiness, even as external pressures like labor shortages continue to impact timelines.

Based on a survey of 150 construction leaders, the research reveals:

  • 2 out of 3 contractors say most projects are delayed

  • Over 50% of delays last one to three months or longer

  • Labor shortages remain the top driver—but not the only one

  • Planning and procurement gaps are among the most preventable contributors

“What stood out is just how normal project delays have become in the U.S., and how deeply rooted the causes are,” said Mike Lauze, Senior Vice President, Marketing and Growth Strategy. “Delays create measurable strain on margins and long-term relationships. Contractors understand the pressure points; the opportunity now is earlier, more intentional action to mitigate their impact.”

A Shift Toward What Contractors Can Control

While many causes of delays—such as labor availability, supply chain volatility, and weather—are outside contractors’ control, the report highlights a growing shift toward managing the factors that are.

Leading contractors are increasingly:

  • Engaging procurement teams earlier in the project lifecycle

  • Improving coordination between preconstruction and field teams

  • Rethinking how materials, equipment, and jobsite setup are planned

  • Prioritizing repeatable, standardized approaches across projects

From Reactive to Proactive

The findings point to an industry at an inflection point: while delays are widely expected, the most effective contractors are moving upstream, focusing on early-stage decisions that reduce risk before projects begin.

“The contractors who are gaining an edge are rethinking how projects are planned, sourced, and set up from day one,” Lauze added.
